Visioning Sessions in Newberry Springs Oct 19-22, 2027
During the week of October 19th, I (Jeanette Hayhurst) conducted six small group Visioning sessions to discuss economic development and the future of Newberry Springs. These meetings were done in conjunction with the preparation of San Bernardino County's Comprehensive Economic Development Strategy (CEDS) and the information gathered at these sessions will be shared with the County.
A typist was hired to take notes at each session. The original unedited notes from each small group session can be found at the Newberry Springs Chamber of Commerce website. (For those that were unable to attend a session, additional comments can be emailed to the Newberry Springs Chamber of Commerce.)
A variety of topics were covered. Attendees were asked to share what they want Newberry Springs to look like in the next 10-15 years including the community character, growth, available services, housing, etc. With the intent of stimulating economic development, participants also brainstormed ideas of what small businesses they believe would be a good addition to the community. And lastly, they discussed how they would like the County to help Newberry Springs.
As to be expected, there were a wide variety of answers to each of these questions. Some of the suggestions that were made will be easy to achieve and some will be more difficult. While some of the suggestions will never become reality. The point is that people put some serious thought into what they want their community to be like in the future.
Using the information gathered at these sessions, I created the following attached documents summarizing the comments received.
NBS Future Vision
NBS Small Business
NBS County Cooperation
I hope that these documents will be used to stimulate conversation and find common ground in order to create a prosperous future for the residents of Newberry Springs.
Respectfully submitted,
Jeanette Hayhurst

NBS County Cooperation
This is a summary of items the participants want and would like from the County to help Newberry Springs.
NBS – County Cooperation
Communication
Improve communication and build relationships between county and NBS
Have county staff and field representatives regularly attend community meetings with the CSD, Chamber of Commerce, family etc.
Asking for increased participation and “voting power” for Newberry Springs CSD at the county level (seat at the table involvement)
Establish monthly clinics with county reps to let residents know about available county services and programs
Need a live county phone operator (not a recording)
Want more reliable and responsive field reps and staff
Simplify process for permitting and business applications and/or offer staff assistance to complete applications
Topics for Future meetings with County staff
Discuss airbnb regulations with Newberry residents to understand their concerns
Due to their age and condition, older mobile homes cannot be financed. This limits home sales and property value. Can the county help in any way?
Insurance companies are canceling homeowners’ insurance policies because there is only a volunteer fire dept
The dust from the solar fields is an ongoing problem. Will the county require solar projects to mitigate dust problems?
Trespassers are riding ATVs and OHVs on to private property which tears up the land. Property owners also fear being sued if driver is hurt. Can the county offer any kind of protection to property owners?
Work with residents to identify and prioritize projects and programs that can only be done with county assistance (i.e.: road improvements, library, more deputies)
Roads
Would like a map showing which roads (paved and dirt) are maintained by county and the maintenance schedule of projects
Create a survey of unmaintained roads.
Finish Route 66 repairs between Newberry and Daggett - 18 yrs is too long
Possible Programs
Create a small business development zone (with tax incentives)
Revive citizens on patrol program
Assist with the demolition of dilapidated homes
Establish property clean-up assistance programs
Have county market Newberry for large-scale warehouse and industrial projects
Consider fee reductions for lot splits and tract maps to spur development
Allow CSD to sell dog licenses and use microchip and scanner
Permitting Variances
Consider allowing hauled water to homes
Eliminate perc test requirement for septic tanks and just size septic system appropriately
Accept pre-approved plans for products (i.e.: individual solar) if manufacturer has already done the engineering
